On March 9, 2018, Jiangsu Aifuxi New Building Materials Co., Ltd. organized Suzhou New Concept Environmental Protection Technology Co., Ltd. and Suzhou Taihu Fan Manufacturing Co., Ltd. (facilities design and construction unit) and Suzhou Yushuo Environmental Consulting Service Co., Ltd. ( The consulting unit), Suzhou Huajian Testing Technology Co., Ltd. (monitoring unit, report preparation unit) and three experts (listed attached) form an acceptance group, and held the construction project of Jiangsu Aifuxi New Building Materials Co., Ltd. (FC fiber cement pressurization) Board and other production line relocation and transformation projects) completed environmental protection acceptance meeting. The acceptance team heard the report on the construction of the project and the inspection report of the acceptance, and reviewed the EIA report, the EIA approval opinion, the acceptance monitoring report and the completion acceptance materials, and verified the project production situation and the construction and operation of various pollution control facilities. In accordance with the "Interim Measures for Environmental Protection Acceptance of Construction Projects Completion" and other relevant provisions on environmental protection acceptance of construction projects, the acceptance opinions are as follows: I. Basic information of project construction (I) Construction site, scale, main construction content Project name: Jiangsu Aifu Construction site of Xixin Building Materials Co., Ltd. Construction site: Weinan Village, Tongli Town, Wujiang District, Suzhou Project Nature: Relocation Construction Content: FC fiber cement pressure plate and other production line relocation and renovation project hours: 300 years of work per year, 8 per day Hours, 2400 hours of work throughout the year. (II) Construction process and environmental protection approval The construction unit entrusted Nanjing Guohuan Environmental Science and Technology Development Co., Ltd. in July 2013 to prepare the environmental impact of the relocation and transformation project of Jiangsu Aifuxi New Building Materials Co., Ltd. FC fiber cement pressure plate and other production lines. The approval opinion of Wuxin Building Materials Co., Ltd. Construction Project Environmental Impact Report Form (Wu Huanjian [2013] No. 686) was approved. The project started construction in September 2013 and was completed in July 2014. Entrusted by the construction unit, Suzhou Huajian Testing Technology Co., Ltd. completed the completion of environmental protection acceptance monitoring and report form preparation in February 2018. (III) Investment The actual total investment of the project is RMB 220 million, and the environmental protection investment is RMB 2 million, accounting for 0.9% of the total investment. (IV) Scope of acceptance The acceptance scope of this project is the relocation and transformation project of FC fiber cement pressure plate and other production lines. The acceptance content is 8 million square meters of FC fiber cement pressure plate and 1 million square meters of silicate high-rise floor. The acceptance includes FC fiber cement pressure plate and silicate high-rise floor. The production process is matched with the environmental protection treatment facilities. The original batch of polysilicate high-rise floor support feet has not been built yet, and it is not within the scope of this acceptance. II. Changes in the project Under the premise of the same production process and production scale, the project has added 1 set of edging and chamfering, 1 set of trimming machine and 1 set of dustproof equipment; the grinding and trimming process is separately constructed; the welding is reduced. The process of the exhaust gas treatment facility described in the EIA is changed to “dust bag adsorption + activated carbon adsorption” at the current stage, which involves the dust production process. The process waste gas of the cement silo and the fly ash silo is collected and dusted by the bag. The other process waste gas produced by the process of producing particulate matter is collected by cyclone + bag dust removal, and the organic waste gas in the coating curing process is oxidized by ultraviolet light; the waste water discharge mode is changed from the current stage to the domestic sewage by the environmental sanitation department. The exhaust gas exhaust pipe needs to be adjusted due to the production process, but the total number remains unchanged. According to the construction unit, Jiangsu Aifuxi New Building Materials Co., Ltd. III. Implementation of Environmental Protection Facilities (I) Wastewater The production wastewater generated by this project will not be discharged after use; the domestic sewage will be pumped from the sanitation department to the sewage treatment plant for treatment. (II) Exhaust gas The exhaust gas generated by this project is mainly the particulate matter produced by the cement silo, the fly ash silo, the beating, grinding and trimming process, the organic waste gas generated by the curing process and the combustion exhaust gas generated by the natural gas boiler. The process waste gas from the cement silo and the fly ash silo is collected and discharged by four 15m high exhaust pipes after being dusted by the bag; the other process wastes that produce the particulate matter are collected and then treated by cyclone + bag dust removal. It is discharged through four 15m high exhaust pipes; after the coating and curing process, the organic waste gas is collected and discharged through a 15m high exhaust pipe after UV oxidation treatment; the natural gas boiler exhaust gas is collected and discharged through a 15m high exhaust pipe. Exhaust gases such as other uncollected dust are discharged in an unorganized form by ventilating the workshop. (III) Noise The noise pollution source of this project is mainly workshop production equipment, which adopts new technology and low noise equipment; the equipment is placed indoors, and measures such as sound insulation and vibration reduction are adopted to achieve the purpose of noise reduction. (IV) Solid waste Solid waste (bag) is entrusted to be disposed of by qualified units; solid waste (waste dust) is reused for production; and domestic waste is entrusted to the local sanitation department for removal. IV. Monitoring results of environmental protection facilities (1) Wastewater According to the monitoring results in the project completion acceptance monitoring report form, during the acceptance monitoring period: pH, suspended solids, chemical oxygen demand and five in domestic sewage discharged from the total discharge of the project Daily biochemical oxygen demand, ammonia nitrogen, total nitrogen, and total phosphorus emission concentrations are in line with the "Integrated Wastewater Discharge Standard" (GB8978-1996) "FC fiber cement compression plate and other production line relocation and transformation project" completed environmental protection acceptance opinion

(2) Exhaust gas According to the monitoring results in the project completion acceptance monitoring report form, during the acceptance monitoring period: (1) Organized waste gas The exhaust gas generated by this project is mainly cement silo, fly ash silo breathing, beating, grinding, trimming The dust generated in the process, the organic waste gas generated by the coating curing process and the combustion exhaust gas generated by the natural gas boiler, wherein the process waste gas of the cement silo and the fly ash silo is collected by the bag and then passed through four 15m high rows. Gas cylinder discharge; other process waste gas generated by the process of particulate matter is collected by cyclone + bag dust removal and discharged through four 15m high exhaust pipes, and the particulate matter discharge concentration is in line with the "Cement Industry Air Pollutant Emission Standard" (GB4915-2004) Table 2 Standard requirements, and meet the requirements of Table 2 of the "Cement Industry Air Pollutant Emission Standards" (GB4915-2013) (refer to the implementation). The process waste gas generated by the coating curing process is collected and discharged through a 15m high exhaust pipe after UV oxidation treatment. The methyl acrylate emission rate meets the recommended standards of the EIA. The combustion exhaust gas produced by the natural gas boiler is collected and discharged through a 15m high exhaust pipe. The emission concentrations of sulfur dioxide, nitrogen oxides and soot are in compliance with the requirements of the Class 2 District Standard for Boiler Air Pollutant Emission Standard (GB13271-2001). At the same time, it meets the requirements of the gas boiler standard in Table 1 of the Boiler Air Pollutant Emission Standard (GB13271-2014) (refer to the implementation). (2) Unorganized waste gas The emission concentration of particulate matter in the unorganized waste gas of this project meets the requirements of the “Cement Industry Air Pollutant Emission Standard” (GB4915-2004) and meets the “Cement Industry Air Pollutant Emission Standard” (GB4915-2013) Requirements (refer to implementation); the maximum unstructured emission of methyl acrylate is below the method detection limit. “Construction and Reconstruction Project of FC Fiber Cement Pressurized Board and Other Production Lines”

(3) Noise at the boundary of the plant According to the monitoring results in the project completion monitoring and monitoring report form, during the acceptance monitoring period: the noise monitoring values of the four boundary points of the plant boundary noise are in line with the Environmental Noise Emission Standard for Industrial Enterprises Boundary (GB12348) -2008) Class 2 zone standard. (IV) Solid waste Solid waste (bag) is entrusted to be disposed of by qualified units; solid waste (waste dust) is reused for production; and domestic waste is entrusted to the Environmental Sanitation Management Office of Wujiang Economic Development Zone. (V) Total Control Conclusions The total amount of wastewater pollutants (wastewater discharge, suspended solids, chemical oxygen demand, ammonia nitrogen, total nitrogen) and total emissions of exhaust pollutants (particulate matter, sulfur dioxide, nitrogen oxides) are in line with the EIA. Total control requirements. V. Acceptance conclusions The acceptance team believes that the project has implemented the “three simultaneous” environmental protection system for construction projects during the construction process. The acceptance data is basically complete, the pollution prevention measures are basically implemented, and the acceptance monitoring data indicates that the wastewater, waste gas and noise can reach the standard discharge. Solid waste can be disposed of in a standardized manner and meet the requirements of the EIA report and approval opinions. “Jiangsu Aifuxi New Building Materials Co., Ltd. Construction Project (FC fiber cement pressure plate and other production line relocation and transformation project)” will pass the acceptance. VI. Requirements and Recommendations 1. The acceptance report shall be revised in accordance with the “Technical Guidelines for Environmental Protection Acceptance for Completion of Construction Projects” (Consultation Draft). The main contents are as follows: Basis for acceptance monitoring, verification of monitoring equipment and environmental protection treatment facilities, supplementing the water balance map and monitoring report project incumbent documentary evidence and wastewater discharge supporting materials. 2. The sewage outfall of the construction unit shall be in accordance with the “Administrative Measures for the Settlement and Standardization of Sewage Discharge Ports in Jiangsu Province” (Su “Relocation and Reconstruction Project of FC Fiber Cement Pressurized Board and Other Production Lines”


Environmental Control [1997] No. 122) standardization; monitoring platform settings must comply with relevant specifications; paint fixed-line process exhaust cylinders according to standardized rectification; supplement solid waste disposal agreement. 3. Establish relevant environmental protection files and make public announcements in accordance with the requirements stipulated in the Interim Measures for Environmental Protection Acceptance for Completion of Construction Projects. 4. This acceptance is only responsible for the on-site inspection of the day. The enterprise shall continue to improve the environmental management system and management measures of the unit, implement long-term management, and regularly maintain environmental protection facilities to ensure compliance with environmental protection laws and regulations. 5. In the project acceptance, the content of noise and solid waste prevention and control is involved, and the opinions of the local environmental protection bureau are sought. 6. After supplementing the information related to the acceptance, it can be reported to the environmental protection department for record.
